Do you think is better making li bai tank or damage, i feel like his purpose is to have equipment that can help him kill quick but in the other hand tanky make him more sustainable, altough I want to try this build.

he is actually the squishiest hero among all assassins and for most of the time you won't be able to use his ulti that much due to lack of survivability

It's boots swapping, mostly to optimize your early game and because IT'S FREE. Realistically, you shouldn't take too many CC early on so the green boots isn't that useful to rush. Meanwhile, the CD boots will allow you to spam more skills, and omce you have enough CDR, you could swap it.
