Submarines get more base experience because they naturally earn less experience, it compensates. Carriers get less base experience because they naturally earn more experience, it compensates. It's not an actual gain/loss, it's like giving a wheelchair to a paralyzed person. 4 463 base experience when the second is 1 857 base experience, that's huge.
