Lol, well I've been playing this game for 11 years and I still can't quick scope. This is a TAS, which means I slowed down the game to frame by frame in order to do all this. You can look up "Tool Assisted Speedrun" to learn more about it.

I've been playing this game ever since it came out, and almost nonstop at that. And it was not only until a few years ago or so that I was able to quick-scope consistently. The stuff you see in a TAS is either impossible or extremely 1 in 1 million chance of pulling off.

Probably didn't at first, but TAS tools let you go forward AND backward in individual frames, so they probably backpedaled to get in a good spot to catch him as he spawned.
