I wonder if Uub was so bad because they meant to add the Majuub transformation but never got around to it. Only one with a moveset this bad is probably Kid Gohan, or Goten and Trunks.

Goten and Trunks (adult) actually have great movepools. Kid Gohan isn't that bad, and Uub isn't either, he just lacks some basic tools... for some weird reason.

Actually, IW movepools are smaller than their B3 counterparts. Strangely, Kid Trunks' movepool is quite different from his B3 one, and it's not better either. Goten, instead, almost has the same movepool he had in B3. Goten's "Family Kamehameha" is from the Tenkaichi series, he never had it in B3 nor IW. You're mixing things up.

Could you explain how "Uub has been 'handicapped' by the devs"? I'm curious about it and those tweaks you'd give him!

He can't teleport normally, can only do a "non aggressive" teleport when hit by a melee move. He can't escape once juggled, nor he can avoid Ki Blasts and Super moves. Also his teleport is always non damaging, so if you want to throw away your opponent to restore the neutral, you have to input another move, which basically wastes frames and the opponent might just turn around and block it. Also, he can't shoot Ki Blasts, his DragonRush is a melee one and he has no Ultimate. Truly a shame, because his movepool is just great. Speaking of which, his frame data are almost all terribly slow, so he'd need some faster starters too.

Uub doesn't have an ultimate, right? A bit unfortunate that in this game not all characters have them. IW did a lot better on that front for sure, though I still miss some dragon rush finishers that got removed.

As much as I can remember, I think no. But watching the video, it's clear that I didn't. If I had, Pauzosaourus' Tail would have given to me around ~67% Atk boost, instead of 45%.

He can't shoot Ki blasts nor properly teleport. Those are really basic functions that the devs took away from him for no actual reason. Other characters like him are Videl and Mr. Satan, but in that case it's right 'cause they actually can't do those things. He could, but without those functions he has a severe handicap against character that can do that.
