It's a complex question. I think Wrecking Crew '98 had Mario's voice first, unless you count SMW2: Yoshi's Island in 1995 with baby Mario crying. Mario games not made by Nintendo used voices a lot more. Mario Teaches Typing in 1992 had Mario voiced by Ronald B. Ruben. (In 1994 he was replaced by Charles Martinet for the enhanced rerelease.)
