It does cost one frame, so you can only save time if you're a single frame away from getting a zero (an extra frame is saved from the timer countdown)

Press both left and right arrows for that leg glitch in water levels. Only possible in emulators like FCEUX, you can't do it in real console

The game didn't have an animation for Mario swimming backwards. It's a glitch.
