I think dash jumping is faster than just dashing, Mega Man X4 does it like that.

While the first 4 games have 1 hit kill weapons I'm not sure X5 to the 8th games still DO

All 4 have them? I know 1 has the Hadoken, and 2 has Shoryuken (which is one hit if you time it right) but 3 and 4 don't have 1 hit moves. 3 you can get the Zetta Saber that does deal a huge chunk of damage but it's never been a one hit against bosses and 4 has the infinite nova strike (powerful but definitely not one hit kill)
