question: for getting perfect luck in a TAS of this game, do you just keep trying over and over with savestates until you get it, or is there other ways to manipulate RNG in this game?

The game is replayed to get the luck. If you look at the description it lists the number of rerecords (retries to get the desired rng). At least i think!
