Bandai wasn't and isn't a small company. They were involved with video games since the late 70's and as a toy company had a lot of connections with other developers. It isn't at all surprising that some major developers made some games on their portables.

Likely because the WonderSwan was a commercial failure. Even if the game was good, it was doomed to obscurity due to the console it was on. If this were ported to, say, the GBA or DS, I’m sure it would have been loved by Battle Networks fans, but alas, it is not so.
