Yes, brother. This song is about us, Mongols (we called ourselves Tatar since the Rouran times till switching to ethnonym Mongol about 12th century - you probably know the history). As Manchu (if you're Manchu), you were also a Manchu Tatar. But these Turks called themselves after they joined Mongol Empire. This song is not about Turks or so-called Tatars in Russia.
