To encourage people to get in close I guess. If you have high damage and low RoF weapons as a norm, it encourages long range engagements which they don't want.

If they want more close range engagements, give the weapons higher recoil, damage falloff or lower bullet velocity. Slower fire rate high damage weapons are also more fun to use as each shot you hit does good damage. Slow fire rate guns feel like you are frantically punching someone hoping to hit, but slow fire rate high damage guns feel like you hit a clean hit and break the guys jaw each time.
