The inconsistency here is that Rachel had no problem going out with Jean Claude Van Dam and told Monica at least she wasn't afraid to ask out "some guy" even though he was famous, whereas here she's too nervous to ask out Joshua. The writers didn't always have continuity with the character's character.

That's not entirely true. Rachel said she wasn't chicken to tell some guy that she thought he was cute, not ask him out. Rachel didn't like Jean Claude Van Dam before he started flirting with her, which made her go out with him. She was just saying that she wasn't afraid to tell anyone he was cute. But this time, she actually was going to ask him out because she liked him.
