I'm Chinese. I think you are wrong. They weren't elected by us at all. In China, it's dangerous for you to express your opinion. I admire the democratic system of Japan and Taiwan.
most of the bill/ plan were discussed before the vote, so most ppl would agree without thinking. whoever decline is simply because the bill/plan are against his/her interest (or the group of ppl he/she represent). just like when they plan to build a nuclear power plant in ur city, ur representer will vote disagree, but every other cities around u will vote yes. u will be outnumbered in everyvote. thats how things work, not only in china, its the same shit everywhere democracy or not. china cant do 1.4bil vote on everything thats gonna cost time and money to just collect, count, and validate votes, but sure they can find letsay 14k ppl to represent that 1.4bil population. even if u do let 1.4bil ppl vote for themself, the result would be the same, simply because whoever disagree "the nuclear power plant build in ur city" will be outnumbered.

That's why Taiwan people are being stupid condemning China not being democratic. The first thing China would do when it becomes fully democratic, is that it will be voted to conquer Taiwan by force. Japan the same, it will be demolished within one week. They should thank God that China is not democratic.
The bills that can be voted on are those that have been openly discussed in advance and are in the interests of the majority. So when it comes time to vote, most people will vote yes
