That BO4 comic book is part of the Chaos storyline. It was another separate story created by Jason Blundell (non-canon to the Aether story). The NVGs are built pretty simple. You can make some yourself with a Camera of which you remove the IR-Filter and shine a IR-Flashlight somewhere.

You can just purchase them with the points you get from leveling up. It's pretty damn cool and I wish it was implemented in the cods these days

Story Time: Summer of '22, I stopped into a local pawn shop. Guy had this copy of the Ghosts Hardened Edition (PS3) still sealed on the shelf. $40 USD, so I decided to pick it up.
