I believe she’s saying the first time she bleached her she used 40 volume (as a cosmetologist I don’t recommend) and that she came out too brassy so she lifted her again and used a lamp and plastic wrap to kind of trap in heat, essentially like foils would but that way you can see how it’s processing better, then she put on the color and left it for 30 minutes.
