How does one whos in the industry apply for his role when he decides to retire?

I say people with NPC and Super Rugby experience will not only get the upper hand but when/if he retires NZRU will ask these teams for recommendations and ask them to apply for said job. Then if they don't get the candidates they want they'll list a Generic job somewhere
