I think Korra going into the Avatar State during the Air scooter race is a very funny but also wholesome scene. Aang created the air scooter technique, and Korra drawn on his knowledge (and power) to win the race. In a sense, Aang is winning an air scooter race against his grandkids.

When you realize that TLOK has two story arcs (mostly because of Nickelodeon not giving immediately green light for more seasons). Book 1 is a more or less self-contained mini series that actually has a plot similar to The Dark Knight Rises and also came out in the same year. Books 2, 3, and 4 were simultaneously in production and made a 3-part story arc that is basically an ATLA story arc in REVERSE.

Maybe one, Raava wants to have fun after everything she’s been through or two, the Avatar State has developed enough to be actually used outside of battle. Maybe Aang couldn’t do it because it hasn’t developed enough to be able to pull it. Take One for All from MHA for example, before the 9th user, the wielder can’t access the Vestige World to talk to the previous wielders. So maybe this is the case Or the Avatar World has included Aang who is playful and that affected the Avatar State

This is why you can hear several other voices when Aang is shouting at the sandbenders while in the Avatar state. So it's likely that Aang was behind her entering the state when doing the air race.
