The timing was wrong in season 2 in season 1 they shown that they had great chemistry but in season 2 Korra was stressed out about her avatar duties and had to figure out a solution to save her tribe on top of that Mako's her only boyfriend who also snitched. If this relationship had continued this toxicity would had died down due to her not being stressed anymore.
