I think his character is "technically" just an American businessman interested in their cheese production. The older lady in the beginning of the scene assumes him to be a Mennonite because he "sounds funny". Her assumption (and likely also the one of the average older Mexican female watching) comes from the large Mennonite community in northern Mexico. Just like there's a common stereotype in the US of the poor Mexican child selling Chiclets or other knick knacks at the border, there exists one throughout Mexico of the fair skinned blond Mennonite child in old timey clothing selling cheese on the street in certain regions of northern Mexico.

To the idiots saying that most of the actresses in Mexican telenovelas are foreigners because they can’t accept the fact that Mexican women can be beautiful let me tell you that yes there are a lot of foreigner actresses (because Mexico pays actors and actresses a lot more than other Latin countries) but most of the time they play side roles.
