Tomar literally killed thousands while wearing a GoPro, and edited out the people dying and burning, and put a pixel filter over it to make it look like a game, which is why he is so reluctant to let the others play. He did have a contingency plan, where he would use a shard of a Tomar Emerald to peer into the future to see when they would want to, and did the things he knew they would do in the game. While I don't know how it'll fit, I know it's a piece in his ultimate super master plan.
