Basically they both have legit rights to the land. israel originally wanted to be accepted but many top israelis knew it wouldnt ever happen. they quickly resided to showing overwhelming strength everytime Israel was attacked to gain acceptance and gain more land. many of their higher ups wanted to expand and still do to this day.
