Go District and Circle Line but why did the Piccadilly Line at Gloucester Road say change for the Circle Line when it means District and Circle Lines

For some reason they don't advertise that you can change between the piccadilly and district lines at gloucester road even though you can, it seems like they want you to change at south kensington or earl's court instead. No idea why.
