Is the two part resin only used on Motorways?, as I’ve never seen it being used only the Bitumen

The use of resin and hot pour backfill are seen as best practice, but this isn't necessarily specified by all highway authorities or undertaken by contractors.

The Bottle joints in the pit are upside down, it wouldn’t be long until there full of water ☹️

The advantage of these lightweight bottle joints is that they don't strain the glands around the cable entries, so they don't tend to compromise their IP rating for water ingress. I have seen many of them fully immersed in chambers with no trace of water in them. As with any of these types of system though, it is reliant on the installer doing the glanding properly!
