There is a problem, it isn't the fault of the phone, but with Google. My UMI is replacing a Samsung that is totally broken. I have the SIM in it though and I know that works because like you I went in without an account in the hopes google would send the 2 step verification to the new phone. It doesn't, it claims it sent it to the old phone, I didn't get the text message, so I think it has a passkey on the old phone. I can not find a way to get passed this, if I try to create a new passkey, the verification still doesn't come to me.
