If this doesn't work for you, I have the best solution to this. Turn On your Mobile Data. Remove your Ethernet/LAN Cable from your computer. Connect your phone to your PC with a USB cable and enable USB Tethering. Then update open steam. It will download all the files. After that login to steam and Connect your Ethernet/LAN cable
