West Papua, or Irian Jaya as it's often referred to in Indonesia, is the western half of the island of New Guinea and is only 250 kilometres from Australia. During the 1950s, with assistance from its Dutch colonial government and the Australian government, West Papua was moving towards independence. By 1961 the colony had its own flag, the 'Morning Star', and Papuan government officials. However in 1962, conflict erupted over West Papua between The Netherlands and Indonesia, and a United Nations agreement gave control of the colony to Indonesia for six years. This was to be followed by a referendum to determine the views of the population. These six years of Indonesian control saw well-documented cases of violence and abuse by the military. Then in 1969, Indonesia conducted a shame referendum called the Act of Free Choice. Only 1025 Papuans, representing a population of one million, were picked to vote. Under severe duress, including threats from senior ranking military officials to cut their tongues out, they voted to remain part of Indonesia. Despite a critical report by a UN official who was present, citing serious violations, the UN shamefully sanctioned the vote and West Papua officially became a part of Indonesia. Papuans call this referendum the "Act of No Choice". In the 42 years that have followed, the people of West Papua have suffered at the hands of Indonesia's military regime. Since 1962 an estimated 100,000 people have been killed or disappeared by the brutal military regime. Thousands have been raped and tortured and entire villages, especially in the highlands, have been destroyed. During the mid-1990s the Indonesian military systematically destroyed village gardens, causing widespread famine. Despite the democratic reforms in Indonesia following the fall of General Suharto in 1998, terrible human rights abuses have continued. In 2001, the elected leader of the Papuan Presidium Council (PDP), Mr Theys Eluay, was assassinated by the Indonesian military. A military build up in West Papua has continued under Indonesian President Susilo Bambang Yudhoyono and a government ban on journalists traveling to West Papua severely limits the international community's ability to monitor the scale and impact of the human right abuses occurring in West Papua. It's time for Australians to stand up for West Papua.

Ahli anggap ini langkah Bld utk berbuat baik terakhir kalinya ketika masa kolonialisme dunia runtuh. Secara ras&geografis, Melanesia Papua dianggap bagian dari Pasifik, bukan Melayu Asi 1 Des 1961: Bendera kebangsaan Bintang Kejora pertama kali dikibarkan dan lagu kebangsaan Hai Tanahku Papua pertama kali dikumandangkan. 19 Des 1961: 2 minggu kemudian, INA melakukan invasi militer pertama di Papua lewat Trikora. Buku pelajaran kita mengajarkan betapa pahlawannya Sukarno dan Suharto membebaskan Irian Barat ketika itu, namun kebanyakan orang asli Papua (OAP) menganggap ini awal penjajahan INA. 1962: pasukan INA kalah. INA cari bantuan ke Rusia. Ketika itu masih Cold War, US takut Rusia mengakar di Asia Tenggara. Maka US minta Belanda sekutunya mengalah. New York Agreement di utk selamatkan muka para pihak: referendum sebagai jalan tengah. Tidak ada OAP dilibatkan. 1963: Teritori di bawah UNTEA, sembari Papua “dititipkan” ke INA untuk bantu persiapan administrasi dan teknis referendum nanti. OPM dibentuk. Perlawanan OAP berlangsung hingga saat ini. Khusus perlawanan terhadap invasi militer INA sebelum referendum dijelaskan di bawah ini. 1963-1967: OAP kebykan bersenjatakan pisau&panah. INA bom udara di berbagai titik dan menjarah fasilitas publik (trmsk perlengkapan RS&obat) & rumah OAP Di Manokwari, 2 INA terluka diserang. Sbg balasan INA tembak siapapun orang Papua yg lewat&bom hingga 1.000-2.000 OAP tewas. 1967: Kontrak karya dengan Freeport ditandatangani. Papua bahkan belum integrasi ke INA saat itu. OAP sebagai pemilik tanah tidak dikonsultasikan sama sekali. 1969: Atas janji 1 man 1 vote, “Act of Free Choice” dilaksanakan. 1.026 dari total 800.000 penduduk OAP saat itu dipilih, voting di bawah tekanan senjata&iming2 INA. OAP menyebutnya “Act of No Choice”. Referendum tsb dianggap ilegal krn tdk sesuai standar hukum internasional. Itulah akar konflik di Papua. LIPI & akademik internasional jg menyimpulkan demikian. Utk menyelesaikan konflik harus ke akar konflik, yaitu pemenuhan hak atas penentuan nasib sendiri. Tapi pemerintah terus pake pendekatan pembangunan yg hanya akan mampu mengatasi efek samping. Hak penentuan nasib sendiri = hak fundamental masyarakat adat hingga capai status jus cogens (norma tertinggi dlm hukum int'l) Hak ini ada 2: eksternal&internal Pelanggaran dlm kasus Papua: eksternal = akar konflik td internal = ketidakberdayaan masy adat ketika “dibangun” UN Declaration on the Right to Development mengatur bahwa pembangunan harus dilakukan dgn penghormatan thd hak penentuan nasib sendiri khususnya masy adat Melanesia Papua: peradaban cultivating society tertua di dunia (50.000 th) sebelum INA masuk. Pola hidupnya dipaksa berubah Infrastruktur diperlukan & adl hak WN. Second, we must look at the History of West Papua independence struggle.Opm was set up in West Papua in 1962 because they knew the kingdom of the Netherlands would fail to give them an independent state.In 1971 Seth Rumkorem and Jacob Prai proclaim independence for West Papua in the jungle the problem here is no International recognition. Dr. Tom Wanggai who also proclaim independence in 1984 also no international recognition. M.F.Kareth and Mr. Mirino who proclaimed Independence in 1997 at the office of the president of the European Parlement in Brussel Belguim as led to fall down of Dictator president Mr. Soeharto and his Military regime in 1998,Political reform in Indonesia the economic crisis in Indonesia and political prisoners where freed not only in West Papua but Maluku ,Ache ,East Timor and others.Under the pressure by the European Union and America.Indonesia uses East Timor has an excuse to delay West Papua Independent by dealing with East Timor Independence and give West Papua Autonomy. The pro-Indonesia where the main player who manipulates and monopolize the political situation for there own benefit.As you may know, the main people who can recognize West Papua for Self-Determination is the United States of America And of course the European Union.Mr. Benny Wenda is carrying this propaganda made by pro-Indonesian unknowingly or he already knows.There is no good response by the International Community(America & European Union) to his Activity.
