A reasonable and reasoned proposition is that, within every person, irrespective of position of responsibility, there exists a "catfish" just waiting to jump out. This could just as easily apply to "innocent" moms and dads and those within NFT organizations who might presume that by having a source of knowledge about any individual or group they have an "issue" with (even some emotionally driven issue) they might have a "moral" justification for (mis) applying some of that which they access. I would suggest that this legislation is NOT just brought about to address the activities of those who want to "play around" with other people's lives using publicly available material. I would further suggest that why information access "footprint" mechanisms are now so popular is because, just like little children, fully grown adults will try to "nick" cookies from the jar that they are not entitled to have their fingers in. At the very least, such retrospective tracking mechanisms will usually (but not always) determine just where a request for personal information has come from and what has been accessed. Bear in mind that outright carelessness and foolish mishandling of material/information obtained can account for a good proportion of material (later) used to target an individual or a group for the purpose of aggravating or harassing them. Still, that's human nature for you, the inquisitive and the reactionary.

What about a person that spreads a inappropriate photo to his contacts on their phone , for the soul reason of destroying their reputation of course this goes on further as each person tells another 2 people and more etc

That depends on how the law is written. In the past, there are many restrictions that have been placed on the 1st amendment, but didn’t completely censor speech.
