@HJnoo-wf9ct its not timing, its the positioning of dragunov on the first move (UF4), if you are to the right a little bit, the B43 always hits. So just put a quick SSR(side-step right) at the beginning and voila.

If you're close to your opponent and side step to the right once you'll usually do the uf4 right and it'll garantee B4,3 will hit. It's an axis after uf4 thing :y

Damn, uf+4 being a PROPER SAFE LAUNCHER now is insane. Making his B4 3 hit OTG was one of the best buffs Drag has received.

They made Dragonov so cheap. Specially that while standing 3 hit move if you can’t block the first hit

He doesn't have a while standing 3 hit move. I assume you're talking about his new while crouching d/f1,4. It's a low 2 hit string. That's it. Unless you get counter hit there is no third guaranteed hit.
