Dragunov will never speak, it's a part of his character just like King's roaring, and it makes him much more badass. But it would be cool if there will be another Russian character who actually speaks. Also Dr. Bosconovitch was speaking Russian in TTT2 voiced by Russian voice actor Alexander Golovchansky.
