Following the huge success of Tekken 3, Namco wanted to quickly follow up with another game to take advantage of the hype around the franchise. The team would make an interesting decision to make a tag team style game. On the surface, it may seem like just Tekken but with two characters each, but the tag mechanic adds a lot of depth to the gameplay, increasing the number of options at your disposal, as well as having certain characters have better synergy than others.
The decision to have Kazuya return as the cover star was also interesting. Since this game is not canon to the main story, every character was able to return, including Kazuya. Considering that Jin was the cover star and Kazuya's replacement in Tekken 3, the game that inspired Namco to quickly develop a follow up game, I find it surprising that they chose to not stick with the character most associated with Tekken 3 to promote the game, but it worked.
