I created AWS account, after creating account it was asking ( Use the secure link that was emailed to you to upload a copy of a current bill. The bill must show your name and address. This can include a utility bill, phone bill, or similar. If the owner of the payment method is different from the AWS account holder, provide current bills for both. )

Bro i know the solution... I was also facing same issue but i resolved it. It happen just because your card is disable for domestic Ecom transction. you have to enable this..... via mobile banking.
