if you're wondering why tattoos are "forbidden" in Japan, it has to with the Yakuza (the Japanese mafia in a way) and how many of them tattoo themselves to assert allegiance to their group. This is also why many cartoons, animes', and mangas' make sure there are no Yakuza related features on their characters (unless it is an antagonist). A good instance of this was when Bob the Builder was introduced to Japan, the designers would make him have 5 fingers as opposed to 4, as Yakuza groups would cut off their fingers if they made a mistake.
