It’s called business as usual. You should see video of Aurora PD when they had 5, 7 , 8 and 13 yr old kids lying face down on asphalt for over half an hour while standing over then with guns and tasers on the ready. Kids were completely terrified but they were standing there smiling as if it was funny. They too were the wrong car. Actual stolen vehicle was a motorcycle but they pulled over an SUV with a whole family in it. That’s how smart they are. They don’t care because they think they are above the law.

They didn't make a mistake, they failed to do their job which is due diligence. They are literally supposed to run the plates and make a positive ID before engaging a car, to make sure it is indeed the right car. License plates exist solely for that purpose: to individualize vehicles (as the man said IN this video). They purposefully and willingly chose NOT to follow procedure, that isn't a mistake. Also, they don't have dashcams? But yet they have money for military grade weapons and equipment? All departments should be required by law to have dashcams and bodycams before being allowed to buy military grade weapons and equipment, if for no other reason than transparency; the taxpayers should be able to see exactly how those weapons and equipment are used and deployed.

For most cars there are far too many of the same make, model, and color for a reasonable person to accept it as probable cause. Video was blurred because even knowing they had the wrong vehicle, and the wrong suspect... they still had their firearms drawn and leveled on the wrong driver, and were ready to use them if she even moved an inch from what they wanted her to. This isn't ineptitude, it is intentional. Dash cams have been a primary install on police vehicles for decades. Originally analog, even small towns migrated to digital and automated systems over a decade ago, which I know personally as I helped install it for a town less than half the size of Tempe. If they aren't present, then I have to believe they were intentionally removed because there is no way that they never got around to installing them. City government needs to be investigated for fraud as I bet they were paid for installation and maintenance.

I've seen videos where they handcuffed the wrong person and then explain why and how for 15-20 minutes they made the mistake all the while leaving them in handcuffs. GED + badge + gun = god complex.

The security guard at my office is a retired cop and I asked him this very question once because as you said, see it in so many of these "wrong person" detainment videos. He told me that once a person is in a handcuffs, they are staying in them until the officers on scene are 1000% sure that person isn't going to jail for something else, they don't want to be in the position where they uncuff someone and then have to put them back into cuffs for another reason later. So that person is going to stay cuffed until they are almost ready to clear the scene. Like so much of the c rap they pull, it's an oFFiCeR SaFetY issue.

Because of they can get you to screw up in any way, it massively helps reduce their liability. "Sure we arrested the wrong guy and brutalized and picked him for half an hour, but then he flinched and tapped my wrist so he's the bad guy and we're charging him with assault." Sadly, the courts pretend not to know this game.

Should the employer have to pay, or the employee that did it? Because WE are their employers, their settlements are paid by our tax dollars. All lawsuits should be paid directly from their personal accounts and the police pension funds.

WHO would they sue? This is a honest mistake. Unless they are money grabbing assholes, the type that sue anyone. Also, very likely the cops have immunity, so can't be sued. Or if they sue, they just going to waste money on their frivolous lawsuit.

If you think her car is worth millions, I wish I had sold you yours. Not everyone is willing to play the victim to sue for psychological and emotional damages. Your willingness to do that just to hold the taxpayers accountable for the cops is shows which side of that coin you are on.
