I haven't watched this drama yet, I randomly watched this part. However, I don't think he was trying to be mean. I think he was strict & wanted the best for his brother. The younger brother said that the older brother had it bad as his dad was very strict with him & that he was the only one treating him nicely. I think as he grew older life "toughened" him up as he was left with all the responsibilities. He had a lot of anger in him cause of their parents divorcing & then their dad leaving them. And he prob. ended up becoming strict like his dad. At least from what it seems for a while the younger brother lived like a child, whereas the older brother didn't even do the activities he liked cause of their father being harsh & disciplinarian.
