Khampa was independent most of the time , not under central Tibet. Kham itself has many khampa states. Before 1959 only connected through religion so use same scriptures. Due to emperor songsten gampo, khampa connected with ustang province . Once emperor collapses , kham separated but religion & scripture remain connected.
