The elementary school that I used to go to has those speaker strobes, but for a drill, they play this hi-lo sound.

05:02 That's a fail because the fan blowers in the hallway are louder than the alarms as if you didn't know alarms are supposed to be 15 dB higher than the ambient noise level from a rule of NFPA

Yes, they probably should be louder. The fan is not permanent, though.

One of the dorm buildings at my college has these System Sensor speaker strobes. It’s not a notifier system though, it’s an old FCI 7200 panel, of which we have many of on our campus. I always wondered if those old FCI systems had any evacuation message. If so, I can’t find a recording of one. Probably just a whoop if I had to guess.

Nice First Generation SpectrAlert Classic Speaker Strobes! I like those just as much as Simplex 4903 Speaker Strobes! And the strobe can be flipped either way similar to a Simplex strobe plate!

He has over The past couple , if not , several fire alarm tests revolving more on notifier voice Evacs. For voice evacuation, My favorite one would definitely have to be notifier.
