Honestly that makes much more sense than only rewarding spins for one piece. But also I always thought that rewarding t-spins was a weird design choice and that the game shouldn't reward spins at all.

I personally think with the rest of the modern mechanics if spins were not in the game then it would just be too simple, it's not incredibly difficult to stack for tetrises and VS games would be entirely decided by speed. I like all-spin because it put an incentive to be a bit more wild in your stacking, and makes every piece an attack opportunity if you can find them, instead of about 3/4 of the pieces being solely filler for when the T or I pieces come along. Other things would probably need to be changed along with it though, especially the damage output, because otherwise things like infinite S-spin triple loops would be all we see.

update: got some help with decompiling the game so i had a look through the code for more jank, washing machine would not get you more spin rank because if the piece is not below where it was on the previous spins then it won't count it
