H20 Entertainment. It was a small Canadian developer, based out of Vancouver I believe. They actually got Nintendo to publish two of their games, including Tetrisphere. Very few small studios at the time were ever able to convince Nintendo to publish any games for them, so this is a pretty impressive feat for such a small company, which I believe never had more than 4 employees at once, apparently.

You could also manually change the songs while playing, I believe. You may have had to change the default audio settings in order to do this.

I guess it's more a personal taste thing. I never liked techno music that used those kinds of sounds. Argh, it feels so weird being accountable for youtube comments knowing that the guy who made the tracks is occasionally watching. I had almost forgotten what polite criticism was.
