Need to directly fine and prosecute the CEOs and boards of directors of companies whose employees discharge pollution into the water. Put a few of them in prison then they might figure out its serious.

When you have a site dumped on, and an investigation underway, are you able to remove the contaminant from sitting in the water? Do you wait until the investigation has concluded to remove all garbage?
