When the Cochin shipyard offered to make a sister ship of Vikrant in 5 yrs why doesn't India accept the offer especially as INS Vikramaditya will be in for retirement in another decade or so.

It's not for 'INDIA' to accept or reject the offer. The next aircraft carrier Navy has in mind doesn't shape up like another sister ship of Vikrant. They want some 60000+ tonnes supercarrier with EMALS system and nuclear propulsion ( if they can get it, otherwise electric would have to do). We don't have the funda for that as of now as it would cost an upward of 5 billion dollars just for the construction cost only. We'll make it eventually don't worry.
