For an explanation as to why you have 2 metal counters on that heavy loadout, in randomizer, engineer wrenches and the widowmaker will add a metal counter so they aren't completely useless, and have the ability to do basic engineer things. The game never checked if you have a metal counter already since getting both of those things is heckin unlikely, so there's 2 metal counters on the screen. One corresponds to the Widowmaker, the other, to the Wrench. Both of them use the same count of metal, so they're both synchronized.

The reason you can't upgrade buildings is because the ability to upgrade buildings is internally tied to the Engineer. This is also why he gets metal from ammo boxes dropped by enemies, as every class has 100 metal that they just cannot use. Engineer CAN use his metal supply and has 200, because that's tied to his character. Basically, it was easier to give every class metal than give Engineer a specific resource nobody else has.
