1:100 Not possible . If it's done by govt ,then unstoppable legal litigations will be arise. Here main issue is concern vs merit . Then psc main role Always protect the merit for recruitment process and always watch dog of merit. Apex court already settled well established law, i.e once game commenced no one can change the rule in the middle. It's a non serious candidates and some coaching centers issue . Preliminary is also merit based exam not like ashta chamma.
