If they think they will not or cannot uphold best security according to office or status, then let him get his own private best security arrangements, as any citizen who can afford it will do according to his risk profile. I believe a businessman of his status can and will engage the top notch security to protect him. Twice the security perimeters were compromised already.

Unfortunately private security have more limitations and more liabilities if something goes wrong on their end, and it’s more complicated them working with federal security and police. These are what I’ve heard anyway. Probably why he hasn’t done it
