That's the process. I just noticed it today. They hold a hearing, do some grandstanding, then introduce laws that already exist, often the Constitution. And often with a twist to try to remove our rights if they can sneak it in. When they pass the "new" law, or not, nobody goes to jail for violating the law that already existed.
