You can see that enemy Mazinkaiser's Fire Blaster animation is different from ally Mazinkaiser's Fire Blaster animation - the enemy version does not feel as flashy and powerful as the ally version.

the enemy Mazinkaiser in Alpha Gaiden just reuses the Alpha 1 animations the playable one has slightly updated animations
