What does +1 base mod capacity mean?

This refers to the starting capacity a Warframe or your equipment will have at "unranked" or after installing a Forma and resetting the rank. MR 15 will have 15 mod capacity to start or with a reactor or catalyst installed will double that number. Keep in mind though you then have to rak that item above your MR rank to gain mod capacity. Using the MR 15 example you must then rank the item to 16 or higher for the capacity to go up again. At MR 30 essentially every Warframe or equipment with have the max capacity even when "unranked" or just after installing forma.
