He is trying to save sinners from hell. He doesn't want us to go there. But that is where the soul automatically goes when it is corrupt or immoral.. It's not a damnation made by God but our own choices. Also, all religions have a hell of some kind, all equally as terrifying. So, I'm going to guess you believe in no religion at all. We have "10 Commandments " denoting God's law, but on Nebuchadnezzer's statue, the Bible says 5 toes on each foot. The separation, while meaning law, refers to man's law or government. Whole numbers generally denote something by God. Split or broken numbers generally denote man's version. Besides, the 4 beasts in God's presence in the throne room represent OT Israel. In numbers 2 we see that the tribes fly under 4 standards. These standards have a face, one of a lion, one of an eagle, one of a man, and one of an ox. Those are the 4 beasts ,correct?
