ANYWAYS you need to understand that the bounty of each person in ONE PIECE does not define their strength. the higher their bounty just shows how much of a threat they are to the WORLD. The giant's bounty are high because they can easily obliterate a whole island or country even, since humans are like ants to them in terms of size. also, the moment a pirate becomes a WARLORD their bounties don't change because they are 'technically' working for the WORLD government (NAVY/MARINES) which makes them less of a threat towards the WORLD.
