Of course they're just extras but that proves that the population of District 11 does not consist of only African-American people. So in that case we can assume that people of colour exist in other districts too, including District 1.

So, 48th was posted and had a live premiere. However, shortly after, KZbin took the movie down because of some copyright issues with the bloodbath music and music from some other scenes. Jess eventually did get it back up, but it got taken down again. After fighting many times, it is still down, and Jess doesn't have time to get it back up because she is in college right now and is busy. Hopefully when summer break starts, she will have time to reupload. Hope this clears up any confusion!
