It suppresses nothing, it's the only real way to make sure that a country that is so large with so many differing cultures can all have some political voice. I do think there should be some non-trivial amount of points assigned for winning the popular vote so that a pure electoral college victory would require a clear referendum of the States. The left is 100% about protecting the rights of minorities and fringe groups until its the cultures of non-urban areas, then it's "people vote, not land!".

It has to do with the population density in those areas. The center of the country is more rural since people are more spread out and those residents tend to vote for more republican candidates. Urban residents tend to vote more democratic, and since the coasts have a lot more big cities, that's why those areas show up blue
